Yes there is you can do both but you must be lucario renk(15000 rescue points) to recruit lucario but you have one chance he will be in the square you will fight him if you lose he will begone forever. There are rumors that he is at level 1000 so get all the reviver seeds oran berries and max elixers you can.

Yes , you must beat wish cave day after you rescue medicham then you do buried relic for first time then go to the evolution stone and lukario will fight you but he won't join your team
