In Wyvern Hill, what is Dragonite and Salamance's recruitment rate?

You can't recruit them becasue most Pokemon you can't recruit there 3rd stage

No recruitment chance whatsoever. Its impossible to recruit the majority of 3rd stage pokes. And as per your other question, I have not seen any yet, so I'm assuming that at the current time there is none!

NO, you CANNOT recruit either of them - ONLY their pre-evo's:
Dratini - (*) Silver Trench 50-59, Wyvern Hill 1-5, Far-Off Sea 50-59 (11%)
Dragonair - (*) Evolve from Dratini at lvl 30, Wyvern Hill 12-20 (-19%)
Dragonite (****) Evolve from Dragonair at lvl 55
Bagon (*) Lapis Cave 9-13, Wish Cave 45-49, Wyvern Hill 1-4, Joyous Tower 42-45 (7.6%)
Shelgon (*) Evolve from Bagon at lvl 30, Mt Freeze 1-6, Wish Cave 65-69, Wyvern Hill 9-16, Joyous Tower 60-64 (-19%)
Salamance (**) Evolve from Shelgon at lvl 50
