Question for Pokemon Mystery Dungeon: Blue Rescue Team

What is the best fire starter
And what is the best water starter
And is it best to have fire as your leader with water as you partner
Or is it best to have water as you leader and fire as your partner

Squirtle and Torchic for all the questions! Squirtle has defense while Torchic has Offense.

Mudkip for water, that duality with ground after it evolves is the best! I'd lean towards Charmander or Torchic for Fire-IMO Charmander gets better moves earlier, though. Remember, too, that they cannot evolve until the main story mode is finished, so don't base it on what moves they'd get if they could evolve at levels 16 or 36, because that won't help you get through the begining part of the game.
