You have to be a girl and you have to answer the right questions
To get it as a starter, you'd need to be a girl and "Naive" based on your answers to the questions, but I think you want to know how to get one later on, recruit one onto your team, right? If so, then you need to have the Transform Forest friend area and gain admission to Joyous Tower (it will be on your dungeon list after you complete the mission to get the Sky Blue Plains friend area, as will Wish Cave) where Eevee can be found on floors 12-17, and it's a good chance that it'll join, too. If you haven't gotten a mission to get that area you can find one in the walkthroughs or here in the Q&A section, but you have to be past the main story mode to get it so you may have to wait.
