Yes in western cave you can recruit him at lv 40 on 99 floor

Yes it is in Western Cave he's on the 99th floor bring a friend bow though!

YES!! He is in Western Cave,and is at Floor 99! Bring: Tight Belt,and 5 Reviver Seeds,and if you want, X-Ray Specs!
Although, you CAN'T recruit him the FIRST TRY!! Only on the second go and his HP is 900, and his main move is Hazewhich lowrs stats, and he's lv. 40,and his join rate is 99.9, which makes it LITERALLY impossible to NOT recruit him!!
