One day in your mailbox will be a letter saying a Buried Relic was found. Talk to Whiscash and he will tell you to go to Shiftry. Talk to him and you can now go to Buried Relic. There's 4 HMs here so don't forget them. When you get to the 15th floor you will fight Regirock. After beating him you will get the Rock Part. Do the same on floors 25 and 35 to get the Ice Part and the Steel Part. When you have them all they will make the Music Box. As long as you have the Music Box in your inventory, Mew will randomly appear in floors 36-98. Mew will use transform and you will know Mew's here because it will say, "Mew used 'Transform.'" Also you can't recruit the Regis the first time you battle them.

The Music Box is supposed to draw it out, and you need the friend area Final Island, too. A high level Pokemon, high team rank, & friend bow should help. Keep trying is my best advice beyond that. If you're having trouble finding him, he'll be on Floors 36-98 of Buried Relic. Look for the message that Mew used Transform-like when Dittos do-and you'll know he's on the floor you're on.
