After the main story mode, once you get the Sky Blue Plains friend area and gain admission to Wish Cave (after you buy Southern Island, you'll have to solve a theft in Northern Range, it turns out to be Latios, defeat him the first time. Then you'll get a request to save Latias in Pitfall Valley, after you do the both Lats will join your team. After Medicham and Arbok will keep talking about a dungeon; after a few "days" you discover Arbok left his friend behind when they went exploring-eventually he'll post a rescue mission on the bulletin board outside the Post Office, and that'll give you access to Wish Cave), which you'll have to enter with no money and start at Level 1 again (Bulbasaur is good for this mission because he levels up quickly!) while you're in that cave-your Pokemon will go back to it's old self after you leave the cave.
Anyway, Togepi will be on the 5th-10th floors of Wish Cave and it's friend area is Flyaway Forest. It should be fairly easy to recruit. Hope that was fast enough! LOL
