Question for Pokemon Mystery Dungeon: Blue Rescue Team

I beat stormy sea two weeks ago and, I still can't go to buried relic
I battled the three birds like twenty time but only zapdos joined anyone know why

Is your mailbox cleared out???? I ask because I was wondering why I didn't get my Lucario Statue and it was because my mailbox had been full-LOL-I felt silly! But, I got my notice pretty quickly after Stormy Sea! You can't even ignore it-it's a special notice. Then you talk to Whiscash, then Shiftry by the side of the walkway, and he gives you access.
As far as recruiting, I believe the higher your Team's Ranking the easier it is, so if you're not at Diamond or Lucario, that might be part of the problem...?

No way! I was Silver Rank when I completed Buried Relic!
