Question for Pokemon Mystery Dungeon: Blue Rescue Team

Any SUGGESTIONS??? On how to recruit eevee? I know this much about him: recruit rate: 12.0 and, he's at: Joyous Tower, floors, 12 - 17, and he's lv. 9! But, I NEED MORE INFO THAN THAT!!! What do I need? What poke do I bring?

I would bring a Venasaur because you can be on the first floor and be level 4!
Also bring a friend bow.

Look at gamewinners they tell you that you need to do some special mission thing first I just don't remember what.

I completed joy tower and I only bought a sceptile. I recruited eevee and he was so easy. You need friend area though. You can ask Wiglituff for it. Hope I helped.
