How do you evolve? Me and my buddy are on lvl28.

Defeat Requaza; then answer yes to the next question your partner will ask after the credits.

Beat the game (raquaza) then cave opens up where you can evolve

Dude...(or dudet) I know this sounds stupid but you have to beat the game.Then you go to some cave and a statue says "do you want to evolve?" then you say yes...

You can Evolve when you tell Rayquaza about the meteor, then credits roll, then 15 minutes after, when you wake up, your buddy says that snubbull looks different! You go into light cave or something, and you'll evolve!
