It depends. If you want to kill it fast use ice pokemon. If you wanna survive you must use water pokemon. If you want both teach a water Pokemon an ice attack. The reason ice is stronger is because when groudon is present so is sunny day. Water attacks are halved but Ice attacks are unaffected. Also some people think groudon is a fire type. IT IS NOT I REPEAT IT IS NOT A FIRE TYPE IT IS A GROUND TYPE I hope this helped
