After beating the game, there'll be a mission on the Bulletin Board, it says Please Rescue Smeargle! Hit info, it will say Special Mission and you can now access Howling Forest dungeon and rescue Smeargle and you'll get the Sky Blue Plains.

P.S: Smeargle can paint your flag if you keep going to him. Don't like it? He'll re-do it.
