Well my strategy guide says since hes a dragon-flying you should try to get access to ice-type moves for an easy battle.Set up effects that protect your party,reflect damage,and weaken rayquaza.Status conditions like paralyze work too but wont last long-the incredible Speed boost provided by rayquazas dragon dance will allow it to recover quickly.

You will want to try to get ice moves to use aganst him

Patience and power. I faced Rayquaza twice, with a Charmander and Bulbasaur. Use Ice Moves if you can, if not, weaken him and make sure if you lose health, stock up on oran Berries. I beat him by luck.
