You don't accually SEE him but supposably if you get 1500 points you will have lucario rank and a statue of him next to your base

I don't know if it's true or not

There is a statue but you have to get 15,000 rank points actually my strategy guide says so.

There is a statue. In order to get it you must be a Lucario Rank (have 15,000 rescue points).
