You need a thunderstone the go to the cave and give it as an item to evolve

You have to beat rayquaza then go to wishcash pond and there should be an opening to a tunnel on the large stepping stone, (you will be told in town that snubble has changed form, go in the opening theres a glowing stone, click on it, it will ask for an item say yes, you then evolve, you can't do it twice unless you have a high enough level. Hope this helps
