What can I do to fix my game? I really think my game is broken or something because I battled Ho-oh at least 3 more times after Spinda went away and I defeated Lugia with my articuno, feraligtr, and espeon and I put a friend bow on my articuno, but Lugia still didn't want to join my team.

Mine keeps doing tht I tried to catch Lugia 4 times !!!! And he still dident come on my team !!!
Bring less Pokemon, that should work. Lugia/Ho-Oh is a size 4 Pokemon I'm pretty sure. Bring a size 2 or less. (You can check size in the pokemon's summary.)
