How do I recruit dragonite I got the friend bow I'm a lvl 52 and he still wont join

You can't get Dragonite like that. You'll have to first get Dragonair and evolve him at level 55.

You have to evolve a dragonaire or dratini

You cannot get Dragonite.He's Last evolution you can either get DRAGONAIR or Draniti

Actually it's possible but it's pretty hard to get third evolutions. Like me I'm trying to get all Pokemon except the lengendaries because I already have them all. But anyway I think it's hard even when trying to recruit all Pokemon just to get a chance to battle Lucario. Maybe if you keep fighting Dragonite, maybe it might ask if it could join you but if it doesn't work then I don't know what will work.
