Well for mewtwo you go to the western cave (befriend Lugia) and for Mew: you go to the buried relic and beat the 3 regis and pick up the parts they drop. Then Mew respawns on every floor after registeel. Mew is the trickiest Pokemon to befriend. Maybe tied with kecleon a little, so just have a lot of patience.

Western cave is a 99 level dungeon soo getting mewto isn't exactly a walk in the park either
