Unlike Regular Pokemon Legendaries are harder to befriend in the game, there are some legendaries that may join your team on your first visit to the dungeon yet there are other Legendaries who won't join your team on the first visit so you need to keep revisiting the dungeons a few times then during one of those times the Legendary will join you. It may take a few times but it will happen.

You should get your main team up to a high lv. Say, 60, and it also helps to have a friend bow. Especialy for groudon, it's the mos anoying one, it starts out with a friendsip cance of -10!! But I got it eventualy.I don't believe in cheating, it messed up one of my games,so I don't do it anymore. Hope this helped!
