I just beat Deoxys, but am not sure what happens next. What do I need to do to move on? I have gone back many times trying to recruit him, but he never joins. How do you get a friend bow? I think that might help.

He will recruit you if you are very high level, and for a freind bow, look up the codes for wondermail so you can get one.
