Well it depends on what type Pokemon you are. I would recommend around lv 20-25, 30 if you want to be safe. If your Pokemon is bad against fire, you might want to go a little on the higgh side, vice versa if your pokemons good against fire because mt. Blaze is mostly fire types with moltres at the end. You might also want to bring items like oran berries, reviver seeds, apples, etc.

It was quite hard for me aswell but I finally did it with my partner GRASS type I would say around lv 30-35 because at the top... That annoying moltress is tough (i tried like 13 times to beat him) if he beats you don't get frustrated because you got stronger from the fights, make good use of the items you have! The items you should use are: Reviver seeds (don't eat) and sleep seeds to throw at him. Good luck!

It was hard for me too considering I have a grass partner like rayqauza08. But, the lvls if your a fire type or any type should be lvl 30-40. When you reach moltres and your partner's a bad type against fire. Go to his IQ and then switch his tactic to "Stay Away". That will help you if he's bad against fire.
