You need to be a somewhat high level. About 70 or 80 but if you want to be sure get to level 100. Get your rescue rank to lucario rank which is 150000 points I think. If you get a friend bow than use it because it increases your chance. You can get a friend bow on mt faraway floor 30 but you need a key. Or you could use a wonder mail code if you want it to be easier.

Both of you are right! To get the highest possible percentage rate for recruiting, you must;get highest rescue rank possible[Lucario Rank],have a Friend Bow[in 30F of Mt. Faraway, key required], have highest possible Lvl.[Lvl. 100], and throw at leat one gummi of it's favorites[just like in the safari zone, if you have other Pokemon games, where you use bait to make it more likely to catch the pokemon.] Hoped I helped a bit.

Actually you can get Lugia if your Pokemon is lvl 80+ or 90+ for sure and it must hold friend bow and you must in gold rank,platinum rank or lucario rank this will add little advantage on him and of course you must have bring 1 or 2 Pokemon on the dungeon cause Lugia size was 4 star and it has hold 2 space in party and sometimes it doesn't effect on Lugia once you throw ah blue gummi or clear gummi and if you dont' have a friend bow well here is wonder mail:??7???...?4???+F??F4?6K??? It is very easy to recruit, it is on floor 99 of silver trench and has 99.99% of recruitment, you are probably going in or recruiting too many Pokemon.
