Well I would bring a team of 4. Bring hi-helthed Pokemon and reviver seeds. If you have the friend bow you could easily recruit more "body guards". When fighting Lugia try to put to sleep then STRIKE! More things to bring are huge apples, bananas, silver spike, or any other strong weapon

The fastest way is to bring the strongest Pokemon you have in your whole game and there must be an garss or electric Pokemon inside it if not you cannot kill lugia. The best is that you wear a google specs if you have it whick will reveal where the staircase is on the floor. You sould also have plenty of food and reviverseeds or tight belts. I will suggest that you get a grass type with bullet seed I uesd it and destroyed Lugia in 1 turn

Go solo with your strongest Pokemon. Teach it Earthquake (if possible) or any room range move. Bring around 4 Huge Apples and some Reviver Seeds. Pick Gummi on your way and keep it until you are in need of food.
