No, there is no way that you can start with a legendary Pokemon.

Acutally you have to beat the game then get every single Pokemon for a friend then restart the game and anwser the first choice on all the questions.I have not tried this I was told by a person on here.

All claims that you can get legendary as starter are fake. If you can then people would have known it widely b/c they would hack into the code of the game and announce it.
