After you beat rayquaza a mysterious hole in the whish cash pond adn there you evolve and if you got a distress signal tell me I got Lugia and groudon all lvl 100
You have to beat rayquaza, then go to grand canyon and talk to xatu. After that a cave/hole should open up at the whishcash pond there is where you can evolve.
