You can't get one in Solar Cave but Wyvern Hill instead.
How to unlock Wyvern Hill: You need to have Dragon Cave Friend Area, you can only obtain this from either mail or Bulletin Board. Look for rescue with Friend Area as reward and do it. You may get Wyvern Hill. Don't worry as there are 4 of them obtaining is this way.

HM Fly can be found in a Keyed Chamber 30F of Wyvern Hill, you have to get a key from somewhere else (Solar Cave, Desert Region, Western Cave) and bring it along to unlock the chamber.

You don't find it in solar cave. You find it in wyvern hill on the 30th floor. Also you need a key.

Use this Wonder Mail. It is Solar Cave - Floor 1. You also get the
Friend area - Mt. Moonview if you don't already have it.

You don't get it in solar cave but in mt faraway or wyvern hill 30f with a key
