The Fourth Gym can be found in Ecruteak City.
Directions to Ecruteak City:
Head north from Goldenrod City on Route 35. You'll soon get to National Park. Head east until you hit Route 36. Then, head north on Route 36 until you reach Ecruteak City.
Once you get to Ecruteak City, you'll find the Gym is locked. Before you can access the Gym, you must go to the Burnt Tower and talk with Morty (Ecruteak City Gym Leader).
