You will receive the Rainbow Wing after you defeat Team Rokcet in the Goldenrod City Radio Tower. You will not be able to explore the Goldenrod City Radio Tower until you have Seven Johto Gym Badges.
Even if you have the Rainbow Wing, you will not be able to find Ho-Oh at the top of Bell Tower. You will need the Clear Bell and the Rainbow Wing to find Ho-Oh at the top of Bell Tower. You can obtain the Clear Bell after you defeat the Kimono Girls in Ecruteak City, but you can't face them until you have Eight Johto Gym Badges.
