In Goldenrod City there should be Building with a sign in front of it. Go in it and talk to the man. He will give you the bike if you use it alot.

Go to the building with the sign in front of it in Goldenrod City. The man in the building should give you the bike. If you talk to him.

Now if you want to get a bike, head to goldenrod city. Then from the Pokemon center go up until the first right turn and you will see a path you can go down. You go down there until you see a building with a blue roof and a gray sighn. This man will loan you an old bike you could use later on in kanto. Will talk about kanto later. I hope this helps you get the bike.
