For future reference, please ask Pokemon SoulSilver Questions in the Pokemon SoulSilver Section.

I would recommend you evolve your Eevee into Espeon. It's one of the strongest Psychic-Type Pokemon, and it can learn more moves than the other Eeveelutions. This is only a suggestion.

You should evolve Eevee into what you want it to be. If you raise the Eeveelution to be strong, it doesn't matter which one you choose.
