Where do you get the clear bell and the silver bell? Please tell me.

The Clear Bell is given to you by the Kimono Girls after you defeat all five in battle. You do this just after beating Claire.

There is no such thing as a Silver Bell.
If you mean Tidal Bell, then you cannot obtain it, it is a Key Item only available in SoulSilver.
If you mean Soothe Bell, then you can get it in the National Park.
If you mean the Shell Bell, then you can get it on Route 32.

I believe you're talking about the Clear Bell and the Silver Wing, since there is no such thing as the Silver Bell in Pokemon HeartGold.

After you defeat Cliar and obtain the Eighth Gym Badge, head to Ecruteak City. You will have to defeat the Kimono Girls in Ecruteak City. They will each have a evolved form of Eevee. After you defeat them, they will give you the Clear Bell. After you do this, you can battle Ho-Oh.

After you battle Ho-Oh and defeat the Elite Four, you can go to the Kanto Region. In Pewter City, there is an elderly man that will give you the Silver Wing. After you obtain it, you can battle Lugia in Whirl Islands.

Where are the kimono girls? I got the eighth gym badge and the kimono girl in the dance theater will not fight. So can you please help me.

They should be willing to battle you. Try talking to Professor Elm. That should work.
