"How do I get the Poke Flute Station to wake up Snorlax?"
Please try to spell everything correctly. Also, everything after "Snorlax" is not needed.
You need to restore power to the Power Plant, and then talk to the man in the back of the Kanto Radio Tower. First visit the Power Plant and be asked to find the missing part. Next, visit the Cerulean Gym (you only need to bump into the Rocket Grunt). Fight the Grunt on the Nugget Bridge, then retrieve the part from the inner tubes in the Cerulean Gym. Return the missing part to the Power Plant and then go to the Kanto Radio Tower in Lavender Town. You must manually search for the Poke Flute station on your radio (top center).

After you return the stolen machine part to the Power Plant, you can receive the Expansion Card from a person in the Lavender Town Radio Tower. After you have obtained it, go to the Snorlax. Go to the Radio-Part of your Gear. Move the "Blinking Dot" to the tip-top center of the "Circle". The PokeFlute will being to play. After you have it playing, you can go into battle with the Snorlax by simply clicking on it.
