You cannot find Groudon in HG, you must trade for or migrate one.
Once you beat Red, you can talk to Steven Stone in the Silph Co. HQ in Saffron. He will give you one of the Hoenn starters (depending on how you answer his question). If you want the others, you have to trade for or migrate them.
