With legendaries they have a low catch rate, making extremely difficult to catch. If you can't catch raikou, then i'd recommend trading online to get one.
And for future reference, get a Pokemon that knows false swipe, mean look, and hypnosis (they also will need a high speed).
False knocks the foes hp down to 1, mean look prevents foe from running away, and hypnosis makes the foe sleep, making legendaries ALOT easier to catch!

Just keep throwing any form of Pokeballs. Ultra Balls work great, and Dusk Balls work very well at night.
You don't need the strategy the other person outlined, although it makes the entire process easier and quicker.
