The team rocket guy won't give me the generater piece. How do I get him to give it to me?

He doesn't give you the part. He hides it in the Cerulean gym, and you have to chase him down and battle him. Once you beat him he will tell you where it is hidden.
Don't skip dialogue, the answers are usually given to you.
