Because the Kanto gym leaders can be fought in ANY order (except for Blue who must be fought last), there is no way to tell who you are talking about.
The only Kanto gym leader not in their gym when you first arrive in their city is Misty, who appears on Cerulean Cape after restoring power to the Power Plant.
The only other way for a gym leader to not be in their gym is when you call them for a rematch and they agree to it. Then they appear in the Fighting Dojo in Saffron City.
