If you surf south from Pallet Town, you will soon get to Cinnabar Island. However, you will find out that the Gym is no longer there. If you surf a little east from Cinnabar Island, you can find the Gym within Seafoam Island.

The Cinnabar Gym was destroyed prior to the events of the game. If you remember back to Gold/Silver/Crystal, Blaine moved to the Seafoam Islands.
