Do you use dusk balls at the beginning of the battle to catch Lugia or wait to he is weak

If you weaken Lugia, it will be easier to catch will the Dusk Balls. It would also help if you wait until Nighttime, since Dusk Balls work better at night.

Dusk Balls also work better in caves, which is where Lugia is.
