After you have obtained 15 Total Gym Badges, show the man on Cinnabar Island. After you do this, you can face the Viridian City Gym Leader.
The Viridian City Gym Leader uses many different types of Pokemon. However, a Water-Type Pokemon, an Electric-Type Pokemon, a Psychic-Type Pokemon, and a Flying-Type Pokemon should get the job done. His Pokemon Levels are between 55-60.
