Eevee can only evolve into five of it's seven forms in Pokemon HeartGold. Eevee cannot evolve into Glaceon or Leafeon in Pokemon HeartGold. However, you can still trade for them.
Eevee evolves into Flareon by use of a Fire Stone.
Eevee evolves into Jolteon by use of a Thunder Stone.
Eevve evolves into Vaporeon by use of a Water Stone.
Eevee evolves into Espeon by leveling-up with Maximum Happiness during the Daytime.
Eevee evolves into Umbreon by leveling-up with Maximum Happiness during the Nighttime.
