You can't get to the Hoenn Region or face the Hoenn Elite Four in Pokemon HeartGold. You can only face the Johto Elite Four in Pokemon HeartGold.
To get to the Johto Elite Four, head east of New Bark Town on Route 27. If you continue to go east, you'll reach Tohjo Falls. If you make it through Tohjo Falls, you'll come out on Route 27. Head east until you hit Route 26, then go north. Continue to go north on Route 22 and Route 23 until you reach Victory Road. If you make it through Victory Road, you come out in Indigo Plateau. This is where you can battle the Elite Four.

To get to the Hoenn region, turn off your DS and buy a Ruby, Saphire, or Emerald version. Play one of those and you'll be in Hoenn. There is no other way.

I heard that there is a special way to get kyoger and groudon without tading and if you did it you could also go to the howen region but could not battle any gym leaders is there any truth to this
