After you find out that a Machine Part was stolen from the Power Plant, go to the Cerulean City Gym. A Team Rocket Member will come out of the Gym. If you follow them, you will end up going into battle with them. If you defeat them, you can find the Machine Part in one of the swimming tubes in the Cerulean City Gym.

To be more exact, When he comes out of the gym, go to the bridge north of Ceruleon. He will hid between two people ( Havent been there in a while forget who is there) talk to the guy he will say that you found him. Then he tells you he hid them in the gym. Go to the gym, go to the other side of the gym, walk over to the innertubes and press A. I think that if you use the item finder gadget, it will appear on there as well. Hope this solves your problem. I may have missed a part but then again, it has been a long time since I did that.
