I have all 16 gym badges and Pro.Oak wont give me a kanto starter yet! HALP!

After you defeat all 16 Gym Leaders, Professor Oak gives you HM Rock Climb. You must defeat Red before Professor Oak gives you a Kanto Starter Pokemon.

I still can anything from oak even after defeating red and the elite 4 2 time in a row help me

Did you go to Mount Silver and defeat Red at the summit?

Defeat read at Mt. Silver then talk to Oak & he will help you with the starter. I hope that this has helped you.

U have to beat RED. Then you can get kanto and hoenn starters .
