Shaymin cannot be found in HeartGold or SoulSilver. The only way to get one is by Trade.

Does not work by traid because you trail between heart gold and soul silver and it is not in either so the only way you can do it is to transfer it from gameboy Pokemon games

There is a cheat to get shaymin, I think it is in the pokemart, you have to hold L and R while entering
