There is not a Kanto Champion. If you are able to defeat the eight Gym Leaders of the Kanto Region, then you will be able to battle Red. Red is the strongest trainer in the entire game.

There is no Johto champion. The elite 4 is the Kanto elite 4. You beat the 8 Johto gyms, then the elite 4, then the Kanto gyms, then back to the elite 4 for powered up teams.

The "Champ" for Kanto is on top of mount silver, And he is Red. (More commonly known as Ash Ketchum from the show!)
