There is no way to find Rotom in HeartGold. The only way to obtain one is by Trade.

YOU HAVE TO TRADE. BUT FIRST PUSH THE CAPS LOCK KEY, it's not that difficult. Please don't use all caps.

If you want a rotom get Pokemon diamond pearl or platmum and go to the old chetau in entenra city with cut and national dex then talk to the tvs and rotom will come out of one it's diffrent every time

In heeart gold I think the radio behid the waterfall at some point I think it comes out.
