There's a few ways, actually. For a free fire stone, you can talk to School Kid Alan, but I think you have to battle him first. Your mom will also buy them if you let her take a small part of your money and save enough. You can also exchange 3000 or so Athlete Points at the Pokeathlon Dome for one. If you have unlocked Kanto and have been to Mt Moon Square, you can go on Monday nights to the lake and receive a Moon Stone from Clefairy.
