Question for Pokemon Heart Gold
I am trying to get the national pokedex in pokémon heartgold, but no one seems to have the right answer on how to do this. Here are some things that you need to know BEFORE answering: I already rode the boat to Kanto, oak was not there at the dock. I have since collected ALL 16 badges. I have seen 199 Pokemon, and have captured 80. Please help!!

It seems like there's a problem with your game, because you really should have gotten it. Professor Oak was supposed to have been in the Ollivine harbor where you got on the boat (not in Kanto when you got off). It should have happened automatically.
