How do you finish the ho oh puzzle in Pokemon soulsilver I just don't know how!!!

Whe you say puzzle I hope you mean how do you catch ho-oh because I can help. To catch ho-oh you need to do the following things...
1. Defeat the Pokemon league
2. Get all 16 gym badges
3. Have the rainbow wing
To obtain the rainbow wing you must go to Pewter city in Kanto. Next to the Pokemart there will be an old man standing on a hill. Talk to him and he will give you the rainbow wing. Then make your way to Ecruteak city in Johto and climb the bell tower. Ho-oh will be waiting for you at the top. He is lvl 70 be carefull

No the Ho-oh puzzle in the ruins takes quite a while to finish and there are a lot of strange pieces. You should probably try to find a video on that.
