It's because you also need to defeat Red, then talk to Professor Oak. Red can be found at Mt.Silver. Think you'll need Rock Climb.

You'll need to defeat Pokemon Trainer Red, he is located at Mt. Silver. You will need a Pokemon which knows HM 08 Rock Climb to be able to get up to where he is standing. But be careful he packs a punch, here is his Pokemon.
- Pikachu level 88.
- Venasaur level 84.
- Charizard level 84.
- Blastoise level 84.
- Lapras level 80.
- Snorlax level 82.
